Greetings.
The STOP solicitation has been posted to the OVW website.

There is a new application submission process this year. Please review the solicitation thoroughly and begin the submission process early to ensure a successful submission.
The new two-step process to submit applications is:
(1) submission of the SF-424 and SF-LLL in Grants.gov and
(2) submission of the full application including attachments in the Justice Grants System (JustGrants).
There are two deadlines this year that applicants must be mindful of:
Grants.gov Deadline: April 9, 2021; and the
Application JustGrants Deadline: April 16, 2021.
Applicants will not be able to submit the SF-424 and SF-LLL in Grants.gov after the deadline. These documents must be submitted in Grants.gov in order for an applicant to submit a full application in JustGrants.
Again, please begin the submission process early.
The STOP allocations are not available at this time. The formula cannot be calculated until the census data is available.
Please use the FY 2020 allocations (attached to this email) for your FY 2021 application. OVW will correct the award amounts when we generate the STOP awards. I will send the FY 2021 allocations to the STOP state administrators as soon as they become available.
Finally, the deadline to receive Rape Survivor Child Custody Act (RSCCA) funds is April 16, 2021, 11:59 pm ET. Please refer to pages 4 – 5 in the solicitation for additional information on how to apply for RSCCA funding. In order to be considered to receive RSCCA funds, all certification letters and legal opinions must be submitted by the deadline. Requests made after the deadline will not be approved.
